A man is accused of driving 10 MPH in a 55 mile per hour zone while impaired by drugs and alcohol.

On Sunday around 7 p.m., Saugerties Police responded to a 911 call reporting a vehicle driving too slow on Kings Highway. The vehicle was located and observed by a patrol officer driving approximately 10 MPH in a 55 MPH speed zone, with approximately 15-20 cars stuck behind the slow moving car, police say.

During a traffic stop, officers believe they detected a strong odor of marijuana coming form 26-year-old Lukas M Suter-Winter’s car. After the Saugerties man failed to submit to a chemical test he was charged with driving while intoxicated, driving while ability impaired by drugs, unlawful possession of marijuana and traffic violations for a cracked windshield, failure to signal, driving too slow impeding traffic and failed to notify DMV of change of address

Suter-Winter was arraigned in the Town of Saugerties Justice Court, where his driving privileges were suspended. He is scheduled to return to the Town of Saugerties Court on June 7.
