2 ‘Sexually Violent’ Sex Offenders Move in Hudson Valley
An alert was sent out Tuesday warning residents about "Sexually Violent" sex offenders who moved in the Hudson Valley.
On Tuesday, officials announced Esteban Ferrer moved from Broadway in Newburgh to City Terrace in Newburgh. The 66-year-old is considered a Level-2 sex offender.
In 1994, he sexually abused a 21-year-old woman who was described as being physically helpless in Middletown, according to the New York State Sex Offenders registry. In 1995 he was convicted of sodomy, sexual abuse and rape and sentenced to 90 months to 15 years in prison.
Officials also announced on Tuesday, David Spencer moved from Snow Terrace in Poughkeepsie to an apartment on Route 343 in Amenia.
In 2004, the 33-year-old sexually abused a 4-year-old girl in Dutchess County, according to the New York State Sex Offenders registry. The Level-3 sex offender was sentenced in 2005 to five years in prison.
Spencer and Ferrer are both designated as a "Sexually Violent Offender," on the New York State Sex Offenders website.
Level-3 sex offenders are considered to have the highest risk of a repeat offense and are considered the greatest risk to the public. Level-2 sex offenders have a medium risk of a repeat offense.
