The Ulster County SPCA  Asking For The Public's Help

The Kingston, New York-based Ulster County SPCA is a private, nonprofit organization with a mission to prevent cruelty to animals by "providing temporary shelter, medical treatment, and adoption opportunities for the abused, neglected and homeless animals in Ulster County."

With that being said, the Ulster County SPCA is not associated with the ASPCA  or any other municipality, including the County. They rely on donations to keep their animals well-fed as well as keeping the shelves stocked with products needed for cleaning.
