Joycelyn Ann Tew of the Town of Newburgh died on November 29, 2016 at the age of 70 at St. Luke's Hospital in Newburgh, NY.

She was born on March 25, 1946 to Paul and Louise (Waters) Tew in White Plains Hospital in White Plains, NY.

Joycelyn was raised in Scarsdale and graduated from Scarsdale High School. She was trained as a Laboratory Technician in New York City.

After a brief time, Joy followed her heart and worked as a veterinary assistant in White Plains. She subsequently was sent to Albany for advanced training. In her twenties, she began to raise, train, and show German Shepherds including at the Westminster Dog Show. She bred her dogs for good hips and temperament. Joycelyn moved to Newburgh, where she bought a house with an attached kennel. She became Animal Control Officer for the City of Newburgh, a position she held until it was abolished. She retired from Laerdal Medical Corporation, Wappingers Falls. She was a talented painter and several of her oils have long hung in her home.

Joycelyn developed Chronic Lymphocytic Leukemia and did well for years, eventually succumbing to cardiopulmonary arrest due to leukemia-related pemphigus.

Joycelyn leaves a sister, Nancy Lou Koge of Scarsdale, NY and numerous cousins in North Carolina.

Interment will be 11 a.m. on December 7, 2016 at White Plains Rural Cemetery, White Plains, NY.
