A man wanted for allegedly not following sex offender restrictions is accused of leading police on a high speed chase all over Ulster County.

On Wednesday afternoon, members of the Ulster County Sheriff’s Office tried to stop a vehicle driven by a wanted person, 28-year-old Thomas Terwilliger of Kingston. He was wanted by New York State Parole for violating parole and by the Ulster County Sheriff's Office for charges for failing to follow sex offender restrictions, police say.

Terwilliger is accused of failing to stop for police and leading authorities on a high speed chase on the streets of the City of Kingston. The pursuit continued into the Town of Ulster on Flatbush Avenue and then north on Route 32 in the Town of Saugerties.

Terwilliger eventually lost control on Route 32 in Saugerties. His 2007 Acura left the roadway and collided with a tree and a mailbox, officials say.

The three occupants of the vehicle were then taken into custody. Two were charged.

Terwillinger was charged with first-degree reckless endangerment, a felony and, second-degree reckless endangerment, unlawfully fleeing a police officer, reckless endangerment of property, and reckless driving, misdemeanors. He also received 12 traffic violations.

Jennifer Sumber, 26, of Kingston was charged with hindering prosecution, a misdemeanor.

Terwilliger was arraigned in Town of Hurley Justice Court and remanded to the Ulster County Jail in lieu of $300,000 cash bail and $500,000 secured bond. He faces further charges and New York State Parole Violations.

Sumber was released on an appearance ticket to appear in Kingston City Court.

The third occupant of the vehicle was questioned and released.

The Ulster County Sheriff's Office was assisted by Kingston Police, Saugerties Police, New York State Police and New York State Parole.
