A man is accused of trying to sell 150 bags of heroin at a Hudson Valley Applebee’s.

In April, a deputy assigned to the Putnam County Sheriff’s Department Narcotics Enforcement Unit learned about sales of heroin in the county.

The deputy made contact with the alleged drug dealer and arranged to buy 150 bags of heroin.

On the night of April 6, police arrested 24-year-old Jassell Franco of New York City during an alleged drug deal in the Applebee’s Parking lot on Independent Way in the Town of Southeast.

Franco was charged with criminal possession of a controlled substance and criminal sale of a controlled substance, both felonies.

Franco was arraigned in the Town of Kent Justice Court and committed to the Putnam County Correctional facility on $10,000 cash or $20,000 bond.
