Two teens from the Hudson Valley are facing felony manslaughter charges after a 15-year-old was killed in the local area.

On Wednesday around 4:10 p.m., New York State Police traveling southeast on Clove Branch Road near Henry Drive in Hopewell Junction noticed a teen clinging to the passenger side of an SUV traveling in the opposite direction.

The police car turned around to catch up to the SUV and found the teen in the road.

The officer stopped to render aid as the SUV fled the scene, police say.

The teenager, Wilson Santiago, 15, of Wappinger, died at the scene.

The two occupants of the SUV, a 16-year-old and 17-year-old, were found later that evening. Both were charged with manslaughter, a felony.

Clove Branch Road was closed from the time of the accident until about 8:00 p.m. The road was again closed Thursday morning at 7:30 a.m. for additional photos and to conduct a daylight search for additional evidence, police say.

“New York State Police and the town of East Fishkill Police quickly joined forces to unravel the sequence of events that led to Wilson’s death. As a police officer, you never get used to seeing such a tragedy. It’s just heartbreaking,” State Police Captain John Ryan said in a press release.

The 17-year-old was arraigned before the town of East Fishkill Court and subsequently remanded to the Dutchess County Jail in lieu of $200,000 cash bail or $400,000 bond.

The 16-year-old is scheduled to be arraigned in the Dutchess County Youth Part Thursday morning.
